Each of North Carolina's 100 counties has a five-member Board of Elections. The state chairs of the Republican and Democratic parties each recommend three registered voters from each county to the State Board of Elections. From those recommendations, the State Board of Elections appoints four members - two Democrats and two Republicans - to each County Board of Elections. The governor appoints the chair (fifth member) of each county board.
