Boards & Commissions A - H
The Haywood County Board of Commissioners makes appointments to a number of boards, committees, commissions and authorities, a list of which is maintained by the Clerk to the Board of County Commissioners.
Some of these organizations have membership appointments that are dictated by statute or professional role, but the majority, listed here, are open to members of the general public. All citizens of Haywood County are encouraged to volunteer to serve on the boards/committees listed below and HERE when vacancies arise. Vacancies on these boards and committees are posted under “Latest News” on the front page of the Haywood County website and sent to the publication sunshine list as positions become open.

Adult Care Home Community Advisory Committee
Based on guidelines set forth in North Carolina General Statute 131D-31, this committee works to ensure quality care for elderly and disabled adults placed in long-term care facilities.

Agricultural and Activities Center Board
This board is now known as the Smoky Mountain Event Center Board.

Board of Elections
The mission of the Haywood County Board of Elections is to provide the highest level of professional standards to ensure accurate, honest, and fair elections through accountability and integrity and to provide all citizens our services in the most efficient, effective, and timely manner. (PLEASE NOTE THAT THE HAYWOOD BOARD OF COUNTY COMMISSIONERS DOES NOT APPOINT THE BOARD OF ELECTIONS. The Board of Elections is included here for informational purposes only.)

Board of Equalization & Review
Per G.S. 105-322, the Board of Equalization and Review reviews tax lists, hears taxpayer appeals, carries out duties, submits reports, and has a duty to change abstracts and records after adjournment.

Canton Planning and Zoning Board
Members serve dually on both the Planning and Zoning boards. Planning duties include preparing and submitting zoning ordinances, amendments and maps to the Town Board for consideration and possible adoption; reviewing plans in certain new development/re-development situations to ensure that the proposed development meets the principles and requirements of the Town’s Code of Ordinances. The Town of Canton’s Zoning Board of Adjustment duties include administrative review to hear and decide appeals, variance requests, and special exceptions to Canton’s Zoning Ordinance.

Child Fatality Prevention Team / Community Child Protection Team
The roles of the Child Fatality Prevention and Community Child Protection Teams are defined by NC GS 7B-1406 through 7B-1413.

Clyde Board of Zoning Adjustments
The Clyde Board of Zoning Adjustment is a quasi-judicial board. Powers and duties include: administrative review; granting of conditional use permits and variances; hearing and deciding appeals where it is alleged there is error in any order, requirement, decision or determination made by the Zoning Inspector in enforcement of the Zoning Ordinance; authorizing upon appeal in specific cases such variances based on the criteria established in the zoning ordinance.

Clyde Planning Board
The Clyde Planning Board prepares and recommends to the Town Board of Aldermen ordinances promoting orderly development, makes studies of areas, prepares plans, develops policies, ordinances and administrative procedures, makes recommendations to the Board of Aldermen and/or Board of Adjustment regarding these issues, and keeps the public informed of same.

Engineering Review Board
The Engineering Review Board was established for the purpose of providing direction for the administration of Haywood County's Slope Ordinance, as well as providing a procedure for appeals.

Greenway Advisory Council
The Greenway Advisory Council works to plan, guide, coordinate and promote effective greenway projects and opportunities in Haywood County.

Haywood Community College Board of Trustees
The Haywood Community College Board of Trustees is responsible for the development and governance of the college in accordance with the provisions of the law and the policies of the State Board of Community Colleges.

Haywood County Planning Board
The Planning Board prepares and amends the comprehensive and coordinated plan for development in the county; monitors trends and conditions that can affect planning; recommends planning policies to the Board of County Commissioners; prepares and recommends planning ordinances to the Board of County Commissioners; determines whether specific proposed developments conform to the principles and requirements of the comprehensive plan for growth and improvement of the area; informs Board of County Commissioners and the public about planning matters.

Health & Human Services Agency Board
Based on G.S. 153A-77, this board is appointed by the Board of County Commissioners and serves as the policy-making, rule-making and administrative board of the consolidated Health and Human Services Agency.

Home and Community Care Block Grant and Aging Planning Committee
Region A functions as the administrator of a state and federal block grant for aging adult services. The Haywood County Home and Community Care Block Grant and Aging Planning Committee serves as the advisory board for the planning, coordination and distribution of these block grant funds among providers who deliver services and programs for aging adults.
