Haywood County HUD Funded Housing Programs

Haywood County is the subrecipient of the state for a Community Development Block Grant-Disaster Recovery (CDBG-DR) and acts at the lead entity for the HOME Investment Partnership Program (HOME). Both programs are part of entitlement funding from the US Department of Housing and Urban Development. 

Community Development Block Grant-Disaster Recovery (CDBG-DR)

In response to damage caused by Tropical Storm Fred, the U.S. Department of Housing and Urban Development (HUD) initially allocated $7,975,000 in CDBG-DR funding to the State of North Carolina through the publication of the Federal Register, Vol. 87, No. 100, May 24, 2022, (87 FR 31636). The allocation was later updated to $13,186,000 through the publication of the Federal Register, Vol. 88, No. 11, January 18, 2023, (88 FR 3198).

The primary focus of these allocated funds is to address housing recovery needs for low- and moderate-income households, setting aside approximately $11 million for affordable housing programming. Haywood County approved two programs using CDBG-DR funds, the Affordable Housing Development Fund and Homeownership Assistantship Program. 

The Affordable Housing Development Fund - Haywood County seeks to create new affordable housing in a way that is responsive to the needs of communities recovering from disasters. For Tropical Storm Fred recovery efforts, Haywood County will offer funding for diverse affordable housing projects that may include single-family homeownership development; small-scale affordable rental housing and homeownership developments; scattered site/infill creation of rental or homeownership housing; and large-scale affordable multifamily rental new construction and/or rehabilitation/conversion.

The Homeownership Assistance Program–Haywood County provides funding to offset some of the costs of becoming a homeowner for first-time homebuyers or storm-displaced residents. The assistance will be available to households making less than 120% of area median income (AMI) to help with a home purchase, including down payment and closing cost assistance. Housing counseling service providers will aid potential participants in this program. Recipients of the assistance must successfully complete required program-provided homebuyer education and any additional required homeownership counseling, before receiving homeownership assistance.

For the implementation of this program, Haywood County has been identified as a local partner and subrecipient of the state.

The Tropical Storm Fred CDBG-DR programs, including the Homeownership Assistance Program, will be temporarily paused beginning November 15, 2025 through early 2026 as the CDBG-DR administrative duties transition between agencies. Home Investment Partnership Program (HOME)

The Southwestern NC HOME Consortium serves Haywood, Jackson, Macon, Swain, Clay, and Graham counties. Haywood County serves as the lead entity. The program is being administered by the Southwestern Commission. The program allows for the jurisdictions in the region to take a more regional and collaborative approach to meeting housing needs.  

The Consortium receives funds annually and conducts an application cycle to award HOME funds based on the Consolidated Plan's identified priorities. The next application cycle will occur in the Spring of 2026.

Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds

On or about November 19, 2025 the County of Haywood will submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnerships American Rescue Plan Program funds under Title/Section 24, Subtitle A, Part 92 of the HOME Investment Partnerships Act, to undertake a project known as Franklin Falls for the purpose of new construction of 60-multifamily workforce/family units to be rented by low-to-moderate income families, estimated total project funding costs of $15,069,384, located on Siler Rd., PIN 659413515, Franklin, NC 28734.

Any individual, group, or agency may submit written comments on the ERR to the Southwestern Commission Office. All comments received by November 18, 2025 will be considered by the County of Haywood prior to authorizing submission of a request for release of funds.
