NOTICE OF PUBLIC HEARING
BY HAYWOOD COUNTY
FOR FUNDING UNDER THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1974, AS AMENDED
The Haywood County Commissioners will hold a public hearing to receive citizen input regarding submittal of a Grant to the NC Department of Commerce. The public hearing will be held on Monday, May 6, 2024 at 9:00 am during the regular meeting of the Haywood County Commissioners, or as soon thereafter as the agenda will allow, at the Haywood County Courthouse, 215 N. Main Street, Historic Courtroom, Waynesville, NC 28786, relative to the intention of the County to secure FY2022 CDBG funding under Title I of the Housing and Community Development Act to solicit input on local community development needs in relation to Community Development Block grant (CDBG) funding for this in the community.
Each year, Community Development Block Grant (CDBG) provides funding to local governments for hundreds of critically-needed community improvement projects throughout the state to assist with community development projects that serve low- and moderate-income persons. These community improvement projects are administered by the Rural Development Division under several grant categories. Types of programs funded include water/sewer infrastructure, and economic development, disaster recovery and neighborhood revitalization. The purpose of this public hearing is to receive citizen input as to the needs of low- and moderate-income residents and neighborhoods within the County. Based on the needs identified, the County may be eligible to apply for CDBG funds to address those needs.
Should the County choose to apply for any CDBG funds during 2023-2024, a second public hearing will be held directly concerning that specific project and application. All facilities are handicapped accessible.
Citizens will be given the opportunity to provide oral and written comments on the County’s past and proposed use of CDBG funds at the public hearing. All interested citizens are encouraged to attend. Persons wishing to be heard at the public hearing are asked to be present. The County Commissioners may adopt reasonable rules governing the conduct of the hearing including (i) fixing the maximum time allotted to each speaker, (ii) providing for the designation of spokesmen for groups of persons supporting or opposing the same position, (iii) providing for the selection of delegates from groups of persons supporting or opposing the same positions when the number of persons wishing to attend the hearing exceeds the capacity of the hall, and (iv) providing for the maintenance of order and decorum in the conduct of the hearing.

Formal written complaints or comments concerning the application process that are submitted to the Haywood County Historic Courthouse, Third Floor, 215 N. Main Street, Waynesville, NC 28786 prior to or following the public hearing will be responded to within ten working days by May 15,2024.
