HAYWOOD COUNTY BOARD OF COMMISSIONERS

The Board will meet in the HAYWOOD COUNTY COURTROOM

of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville, NC

beginning at 9:00 am.

Public Hearing

In advance of applying for Community Development Block Grants, a Call for Public Hearing is necessary.  This Public Hearing is the initial step so that Haywood County can apply for CDBG funds to address both health and economic impacts related to COVID-19.

Call for Public Hearing to be held on September 21, 2020 at 5:30 p.m. in the Historic Courtroom of the County Historic Courthouse located at 215 N. Main Street, Waynesville, NC regarding submittal of Grant Applications to the NC Department of Commerce for North Carolina Community Development Block Grants (CDBG) - Program Administrator David Francis

Citizens must sign up for public comment prior to 8:50 a.m. and are limited to three (3) minutes.  Audience members may not address the Board at any time during deliberations unless recognized by the Chairman.

Request approval of the August 17, 2020 regular meeting minutes.

2.

Request approval of Library application for NC State Aid for Public Libraries to promote, aid, and equalize public library service in the amount of $106,416 for FY 2020-2021

3.

Request approval to accept and appropriate a grant from Dogwood Health Trust to the County Administration Department in the amount of $5,000 for Census Incentives for Counties

4.

Request approval to accept and appropriate a grant from Pisgah Health Foundation to the Public Health Department in the amount of $50,000 for the Medication Assisted Treatment Program in Public Health for FY 2020-2021

5.

Request approval of the following budget amendments:

a.

General Fund - HHSA - Public Health - $156,534 - federal funding from the CDC, Division of Public Health, Communicable Disease Branch for support of contact tracing, and strategic planning in response to the coronavirus pandemic

b.

General Fund - HHSA - DSS - Meals on Wheels - $5,000 - to recognize the grant awarded by the Pisgah Health Foundation for website development to better reflect the program’s services and highlight the needs to serve seniors and adults with disabilities

c.

General Fund – HHSA – Public Health - $15,300 – to recognize the grant awarded by the Dogwood Health Trust to provide 300 COVID-19 tests for the uninsured population of the County

Regular Agenda

1.

Request approval of revisions to the Health and Human Services Agency Board Operating Procedures – Health & Human Services Agency Director Ira Dove

2.

Request approval of Memorandum of Understanding between the Town of Canton and Haywood County to extend water and sewer lines in the Beaverdam Industrial Park; to appropriate funds in the amount of $110,000 to cover materials, survey and engineering; and for the County Manager to execute necessary documents for the project – Program Administrator David Francis

3.

Request approval of the following budget amendments: Finance Director Julie Davis

a.

General Fund - Public Safety - EMS - $3,291 - to appropriate fund balance to cover the cost of the tax, tag, and title for the ambulance that was ordered in the last fiscal year, but was not received until after June 30, 2020

b.

General Fund - Admin - $5,850 - to appropriate an amount from fund balance to cover the amount of the prior year contract for Granicus that was not completed by June 30, 2020

c.

General Fund - to accept and appropriate $10.8 million dollars from the Haywood Health Authority to be transferred to the Haywood Healthcare Foundation for the purpose of addressing current and future health priorities for Haywood County citizens

Request approval of the appointment of Candace Way as Deputy Clerk to the Board - County Manager Bryant Morehead

Request approval of the following appointments to the Tourism Development Authority Board -

  • Municipal seat - Town of Waynesville recommendation of Jon Feichter to serve the remaining term of Amie Owens
  •    20 units or more - one seat – Lake Junaluska recommendation of Mike Huber to serve the remaining term of Rob Huckaby
