Main Street, Waynesville, NC, concerning an installment financing contract for (1) the purpose of building a Health & Human Services building at Haywood Community College for classrooms and labs for the nursing education program and other human services education purposes and (2) refinance of an Installment Financing Contract with Bank of America, N.A. dated October 1, 2010 - Finance Director Julie Davis

a. For the sale of the Historic Haywood County Hospital located at 1230 N. Main St., Waynesville,
    NC in the amount of $225,000 to Landmark Asset Services, Inc. for the purpose of developing
    affordable housing for person of low to moderate income per N.C.G.S. 153A-378 and N.C.G.S.
    160A-267 - Program Administrator David Francis

b. For the request to amend Chapter 19 - Animal Services Ordinance, paragraph "Inherently
     Dangerous Wild Animals" per Petition received requesting "capuchin monkeys" be exempt
     and/or excluded from the ordinance and deleted from the animals regulated by the ordinance -

Request approval of budget amendments:

a.

Special Revenue - Lake Junaluska Sanitary District - $45,000 - to increase the budget to reflect the additional amount of tax revenue collected through June 30th.

b.

Capital Project Fund - School Projects - transfer the $750,000 already approved to go to the school system to cover the cost of the renovations for Annex II from the general fund to a multi-year capital outlay account since the project may not be completed by June 30th.

c.

General Fund - HHSA - Health Department - $79,475 - to recognize the Federal funds from the Division of Public Health Preparedness & Response Branch to support the public health emergency response to COVID-19.

d.

General Fund - HHSA - Health Department - WNC Bridge Grant - $4,000 - to recognize the grant awarded to Public Health for emergency housing for Haywood County residents who need isolation or quarantine.

Request approval of Agreement between Haywood County and the Haywood Healthcare Foundation outlining how Haywood Healthcare Foundation will pay to the County the debt payments to be used solely for the construction and equipping of a Health and Human Services related instructional programs building - County Manager Bryant Morehead
