Request for Public Hearings on June 15, 2020 at 5:30 p.m. in the Historic Courtroom of the Historic Courthouse located at 215 N. Main Street, Waynesville, North Carolina:

a.

For the sale of the Historic Haywood County Hospital located at 1230 N. Main St., Waynesville, N.C. in the amount of $225,000 to Landmark Asset Services, Inc. for the purpose of developing affordable housing for persons of low to moderate income per N.C.G.S. 153A-378 and N.C.G.S. 160A-267 - Program Administrator David Francis

b.

For the request to amend Chapter 91 - Animal Services Ordinance, paragraph "Inherently Dangerous Wild Animals" per Petition received requesting "capuchin monkeys" be exempt and/or excluded from the ordinance and deleted from the animals regulated by the ordinance - County Attorney Frank Queen

2.

Public Hearing for the purpose to close and abandon unnamed, unopened "paper" street located adjacent to 6565 Old Clyde Road, Canton, N.C. and 87 Lowe Street, Canton, N.C. as required by N.C.G.S. 153A-241 - County Attorney Frank Queen

Consent Agenda

1.

Request approval of the May 18, 2020 regular meeting minutes, May 18, 2020 special meeting minutes and the May 26, 2020 special meeting - budget public hearing minutes.

2.

Request approval of fireworks displays for the Town of Maggie Valley and Lake Junaluska Assembly on July 4, 2020 and the Town of Canton on July 5, 2020

3.

Request approval of application to the Public School Building Capital Fund to use Lottery funds to cover the costs of the turf replacement at Waynesville and Canton Middle Schools for Tuscola and Pisgah sports for a total cost of $1,300,000

4.

Request approval of budget amendments:

a.

General Fund - Sheriff's Office - $21,345 - federal funding through the NC Governor's Crime Commission for officer safety equipment for School Resource Officers

b.

General Fund - General Government - $226,550 - from increased revenues to cover additional retiree health insurance costs and to cover the amounts the Register of Deeds needs to make to the state related to collections within that department

c.

General Fund - HHSA - DSS - $8,622 - additional funding for low income energy assistance from the federal Low Income Home Energy Assistance Funds Block Grant

d.

General Fund - Public Health - $4,900 - to appropriate new Pisgah Health Foundation Grant for the purchase of masks to be used for those individuals going to court

e.

Capital Project Fund - Public Schools Capital Fund - $4,971 - from fund balance appropriation in the General Fund that is the portion of sales tax restricted for public school capital projects, to cover the additional cost of including the purchase of upgrading the intercom system for Bethel Middle School

Request approval to replace hot water boilers at the Law Enforcement Center in the amount of $91,339 to be paid from budgeted funds for this fiscal year - Operations Director Kris Boyd

Request approval of Fiscal Year 2020-2021 Budget Ordinance - County Manager Bryant Morehead
