Request approval of the April 6, 2020 regular meeting minutes and the April 20, 2020 cancellation of regular meeting minutes.

Request approval of the following forms required by the Federal Emergency Management Agency:

State Applicant Disaster Assistance Agreement

Request approval of budget amendments:

a.

General Fund - Wellness Clinic - $20,000 - additional funding needed from contigency to cover lab work that has increased in cost

b.

General Fund - Emergency/Pandemic - Haywood Healthcare Foundation Grant - $20,525 - to appropriate the contributions made to the County from Haywood Healthcare Foundation to cover COVID-19 testing of workers who have been exposed to the general population

c.

General Fund - Public Health - Pisgah Health Foundation Grant - $10,000 - to appropriate the grant from the Pisgah Health Foundation to go to Haywood Christian Ministries for COVID-19 services they provided

Request approval of the following agreements pertaining to the receipt of 5307 urban transit funds and approval for County Manager to execute said agreements: Finance Director Julie Davis

a.

Approval of Sub-Recipient and Sub-Allocation Agreement between Haywood County and the City of Asheville for 5307 Federal Transit Administration Funds and approval for County Manager to execute said Agreement

b.

Approval of Agreement between Haywood County and Mountain Projects, Inc. to administer the 5307 Federal Transit Funds for public transit and approval for County Manager to execute said Agreement

2.

Request approval to reject bid for the Law Enforcement Center Firewall Project from Johnson Controls based on the cost being over budget - Operations Director Kris Boyd

3.

Request approval of the following items pertaining to the Corrective Action Plan/Restrictive Cover Construction project at Francis Farm Landfill: Program Administrator David Francis

a.

Approval to award bid to T and K Construction, LLC for the Restrictive Cover Construction in the amount of $5,410,581.60 to be paid from Solid Waste Special Revenue Fund

b.

Approval of contract to McGill Associates for Construction Administration Services in the amount of $219,500 to be paid from Solid Waste Special Revenue Fund

c.

Approval of contract to Bunnell Lammons Engineering for Construction Quality Assurance in the amount of $273,500 to be paid from Solid Waste Revenue Fund

d.

Approval of budget amendment - Special Revenue Fund - Capital Project Fund - Solid Waste - Francis Farm Landfill - $6,495,582 to appropriate the amount for the Francis Farm Landfill Restrictive Cover Implementation from the amounts put aside in the Solid Waste Special Revenue Fund in order to cover this project (includes above items a - c and potential stream crossing cost)

4.

Request approval of the following conveyance of real property and distribution of funds to the Haywood County Consolidated School System Board of Education for relocation of the school administration office: County Manager Bryant Morehead

a.

Approval to convey real property located at 1233 N. Main Street, Waynesville, NC, parcel #8615-89-0831 being known as the Annex 2 building to the Haywood County Consolidated School System Board of Education for the relocation of the school administration office

b.

Approval of budget amendment - Fund Balance - Capital Outlay - $750,000 to appropriate fund balance to cover the cost of the renovation of the Annex 2 building for the relocation of the school administration office

5.

Request approval to accept the proposal and purchase of Granicus software and hardware for the administration and governing body departments in the amount of $25,386 (1st year) to be paid from budgeted funds for this fiscal year and approval for the County Manager to execute all documentation for said proposal and purchase - County Manager Bryant Morehead

6.

Request approval of Resolution for Late List Penalty Waiver for business and personal property tax accounts that had requested an extension to file (by January 31st) but were not able to file the business/personal property listing by April 15, 2020 due to the COVID-19 pandemic - County Attorney Frank Queen

7.

Request approval of Resolution of Intent to Close and Abandon Unnamed, Unopened Street and call for public hearing to be held on June 1, 2020 at 9:00 a.m. in the Historic Courtroom of the Historic Courthouse located at 215 N. Main Street, Waynesville, NC as required by N.C.G.S. 153A-241 - County Attorney Frank Queen

8.

Request approval of Termination of Revised Joint Proclamation and Second Revised Joint Proclamation for Haywood County and all Municipalities - Chairman Kevin Ensley
